My American Dictionary doesn't define 'libre' but proprietary infers
costly.
The LDP documents should be free of charge (no money involved). It
should also be free (no money involved) to be tramslated to any other
spoken (not computer) language. Any kind of electronic (not printed)
copies should be permitted.
