 Debian's .deb package is an "ar" archive.
 You can extract data.tar.gz and control.tar.gz with a file debian-binary
 with standard "ar" command.

 $ ar -vt /Work/tmp/potato-make/sgml-tools/build/sgml-tools_1.0.9-5_i386.deb 
  rw-r--r-- 0/0      4 Dec 21 16:44 1999 debian-binary
  rw-r--r-- 0/0   1626 Dec 21 16:44 1999 control.tar.gz
  rw-r--r-- 0/0 332715 Dec 21 16:44 1999 data.tar.gz

Maybe you find something by reading maint-gude and packaging-guide.
